All people in the vehicle should wear the seat belt is not correct in USA. There are some states (in USA) had this rule, but not all. Oklahoma does not had this rule. Below is what Oklahoma state says....

Drivers and their front-seat passengers must be contained by an appropriate safety system or seat belt when riding in a vehicle.

They may be drunk or the driver may fall into sleep for few seconds. Seems complete mistake from these people...
But in USA, these police are dual standard and just talk what they want to divert the issue. There is definitely some discrimination which was clearly proven in recent 2 occasions and also in a incident that happened in St. Louis, MO few years back...

tokkalo law. At 65 mph spped, how can we stay in car if we do not wear seat belt.

we desis are here alone and need to be little bit more carefull.

We should take care of ourselves.

Once some unfortune happens nothing is under control.

at 3:30 pm well said.
Friends, in India one can say speed thrills but kills. But here on highways you have to maintain speed limits, otherwise some one will definitely hit your vehicle. So wear seat belts, be alert all the time. There is a family back home thinking about us, praying god for us. Do not ignore their wishes. Hope every Indian follows the safety precautions and get success in their jobs and studies.

Don't drink n drive, don't involve too much in discussions while driving, don't talk in mobile phone while driving, wear seat belts, look for blind spots. These are basic things. Not only in US, these rules are applicable to whole world.
